Nokia 1200 local mode problem is very big problem but it repair very simple.Maximum time this problem is water damage.
How to do this work : If you see on your phone local mode or test mode.Then first clean full pcb with petrol and hit with stan light 10-15 minute.and check your phone.If you see problem still then remove duel resistor.
